Taiwo Awoniyi, Ola Aina, and Calvin Bassey are among six England-based players included in the team.
Nigeria will also welcome Chidera Ejuke, returning to the squad after rediscovering form with Sevilla.
Alhassan Yusuf, playing in the MLS, has earned is part of the squad, but there’s no place for Chelsea’s Tosin Adarabioyo just yet.
Recall the defender recently hinted at a desire to switch allegiance to Nigeria.
An NFF official confirmed that Adarabioyo must make a formal request to be considered for future squads.
The Super Eagles are set to face Libya in Uyo on October 11, before traveling to Benghazi for the return leg on October 15.
These matches are vital as Nigeria aims to secure qualification for the 2025 AFCON tournament.
